The City of Phoenix’s Transit 2000 Plan called for improvements to local bus and Dial-a-Ride services and implementation of a light rail system, as well as provisions for a new bus rapid transit (BRT) program. STV, in joint venture, provided program management, which included research, environmental studies, conceptual development, technical analysis, and design services for the $60 million initial phase of the BRT program.

The system features specially designed high-capacity buses with custom exteriors and interiors. The vehicles use clean-burning liquefied natural gas and advanced guidance and communications technology.
