STV developed a 7,000‑square‑foot prototype design for four New Jersey Motor Vehicle Commission (MVC) inspection stations in Flemington, Freehold, East Brunswick and Randolph. Contracted by the New Jersey Division of Property Management and Construction, the team worked closely with MVC staff to understand daily operational needs and to verify the new facilities would improve customer experience, safety and efficiency. The prototypes support MVC’s goal of modernizing its network by establishing consistent, welcoming design standards that enhance both functionality and appearance.
What challenges did STV address?
MVC required a standardized building design that worked across four unique sites while meeting program needs for traffic circulation, parking, customer access and equipment layout. The team also needed to ensure regulatory compliance, including meeting the New Jersey Department of Environmental Protection’s No Net Loss Reforestation Act. Each site presented different environmental, operational and spatial constraints, requiring adaptable yet uniform solutions.
What solutions did STV deliver?
STV conducted interviews and scope sessions with MVC personnel, collected detailed site information and evaluated traffic flow, parking capacity and environmental factors. The team delivered complete architectural, civil, structural, electrical, plumbing, fire protection and code‑compliant prototype designs. The new facilities provide consistent branding and improved operational layouts, enhancing customer service and staff workflow.
How does this project benefit the community?
The prototype facilities offer safer, more efficient inspection stations with improved circulation and customer experience. A unified design approach creates recognizable, modern MVC facilities that better serve New Jersey residents.
