Second Atoka Pipeline

The Second Atoka Pipeline is the largest municipal water infrastructure project in Oklahoma history and a critical investment in long‑term water security for millions of residents and businesses statewide. The 100-mile pipeline is designed to strengthen water supply reliability in Oklahoma City by expanding system capacity and introducing redundancy. As design and construction management lead for OCWUT, STV is delivering one of the project’s longest and most complex segments, a 15‑mile section between the Coalgate and Stonewall pump stations. When completed, the new pipeline will deliver up to 90 million gallons of water per day and support water demand through 2060.

What challenges is STV addressing?

Oklahoma City faces rising water demand driven by long‑term growth and the need to strengthen system resilience. Delivering a large‑scale pipeline through environmentally sensitive areas and across active transportation corridors requires innovative construction approaches that minimizes disruption while maintaining safety and system reliability.

What solutions is STV delivering?

STV is leading design and construction management for a 15-mile segment that includes the installation of a new 72-inch steel pipeline alongside the existing 60-inch line. The team is deploying trenchless construction methods for more than 3,600 linear feet of tunneling to navigate streams, highways and rail lines. STV’s water and geotechnical teams are providing engineering, utility coordination, surveying, environmental compliance and oversight of 16 active tunneling operations.

How will this project benefit the region?

The Second Atoka Pipeline strengthens redundancy for a system that currently supplies 70% of Oklahoma City’s drinking water, enhancing resilience against drought and future challenges while supporting long‑term regional growth.
