Section 100 of Interstate 95 in Maryland, an eight‑mile stretch that includes the famously complex “Spaghetti Bowl” interchange, is the most congested portion of I‑95 north of Baltimore. To address chronic bottlenecks and aging infrastructure, the Maryland Transportation Authority (MDTA) advanced a major program to reconstruct, reconfigure, and modernize this heavily traveled corridor. STV was selected to provide construction and program management services for the multi-year initiative, ensuring efficient delivery across numerous simultaneous contracts.
What challenges did STV address?
This section of I-95 presented a series of technical and operational constraints, including outdated bridges, limited capacity and high noise impacts on surrounding communities. The “Spaghetti Bowl” interchange required careful management of traffic flow during construction, as well as coordination across roadway, bridge, and noise‑mitigation elements. MDTA needed a consistent, standardized approach to oversee work across multiple contractors and phases.
What solutions did STV deliver?
STV supported the delivery of 12 new bridge structures, two bridge replacements and five new noise barrier systems. The firm also oversaw construction of Maryland’s first two-lane express toll lanes, an important step toward alleviating congestion. To ensure consistent and efficient oversight, STV developed a comprehensive construction management manual that guided all processes and established dedicated management staff for each of the corridor’s major contracts.
