Richmond Pre-K Centers

As New York City expanded its Universal Pre‑K program across all boroughs, the New York City School Construction Authority (NYCSCA) was tasked with identifying, converting and rapidly delivering new early‑education facilities. Under an accelerated 180‑day contract term, STV provided comprehensive construction management and owner’s representative services for two new Richmond Pre‑K Centers in Staten Island. The work included transforming a 16,000-square-foot former retail space on Forest Avenue into a fully equipped educational environment designed to support the city’s growing Pre-K population.

What challenges did STV address?

The NYCSCA needed to convert existing commercial space into high‑quality learning environments within a compressed schedule while meeting DOE standards and strict ADA requirements. The project required coordinated planning and fast‑paced execution to integrate classrooms, administrative areas, kitchen facilities and building‑wide accessibility upgrades – all while facilitating quality, safety and compliance for young learners.

What solutions did STV deliver?

STV coordinated closely with the project designer, general contractor and subcontractors to manage the complete interior redevelopment of the Forest Avenue center. The team delivered 10 new classrooms, an indoor gym, a full commercial kitchen, and dedicated spaces for administration, custodial needs, and student health services. All work adhered to ADA requirements and early‑childhood design standards. STV’s construction management oversight ensured the project remained on schedule and aligned with NYCSCA’s program goals.
