The Pennsylvania Turnpike Commission’s Turnpike Industrial Park (TIP) Building underwent a major multi-phase renovation to expand the agency’s critical operational capabilities. STV served as construction manager and construction inspector for the upgrade program, overseeing contract compliance, schedule performance and cost controls throughout construction. The project transformed the existing building into a state‑of‑the‑art Tier 3 data center and added a new traffic operations center (TOC), creating a modern hub that supports the full Pennsylvania Turnpike network.
What challenges did STV address?
Several sections of the TIP Building remained occupied throughout construction, requiring careful sequencing of demolition and new work to maintain uninterrupted communications, utilities and daily operations. The data center and TOC also required rigorous mechanical, electrical, and information technology infrastructure upgrades, which had to be delivered while keeping the facility continuously functional. Coordinating complex system installations across multiple phases demanded detailed field oversight.
What solutions did STV deliver?
STV managed the renovation of the 103,000‑square‑foot Tier 3 data center, including a PBX room and all associated mechanical and electrical systems. In the second phase, STV oversaw construction of a 13,174‑square‑foot high‑tech TOC equipped with monitoring stations, computer screens and camera feeds that give controllers visibility into the entire Turnpike network. The team inspected field activities, coordinated system cutovers and ensured continuous building operations for staff working in occupied zones.
