Walters Middle School

As part of the Fremont Unified School District’s broader capital improvement plan, five existing junior high campuses were converted into full middle schools to support districtwide enrollment needs. STV, in joint venture, provided construction management services for the transformation of Walters Junior High School into Walters Middle School. The project included modernization of 10 existing classroom buildings and the construction of three new classroom buildings to accommodate an incoming 6th‑grade student population. Together, these updates created a more efficient, contemporary learning environment tailored to middle‑school programming.

What challenges did STV address?

Transitioning a junior high school to a middle school required substantial modernization while maintaining safety and operational continuity. The project also faced a unique environmental challenge: naturally occurring contaminants were discovered in the soil, requiring immediate assessment, mitigation and coordination across multiple regulatory agencies. Meeting schedule, environmental, and educational goals simultaneously became a critical driver of the project.

What solutions did STV deliver?

STV oversaw all phases of construction through a detailed, tightly managed schedule that enabled efficient work sequencing. The team coordinated closely with district leaders, designers, contractors, and environmental agencies to contain soil contamination, update the project’s design, expedite permitting and ensure that mitigation strategies protected students, staff, and the community. Through proactive management, STV guided facility additions and renovations that aligned with district educational requirements and modernization goals.
