The Washington County Free Library undertook a major renovation and expansion to modernize its Central Library branch, which had not seen significant upgrades since 1945. The goal was to transform the aging 46,230-square-foot facility into an 84,700-square-foot, state-of-the-art destination that supports education, research, technology access and community engagement while honoring the region’s rich industrial and transportation history. STV served as design architect and interior designer as a subconsultant to Bushey Feight Morin Architects, Inc., for the $23 million project.
What challenges did STV address?
The project required balancing extensive modernization with preservation of the library’s civic presence and historical context. STV needed to accommodate increased circulation demands, new technologies and expanded programming within an existing structural frame. The design also had to reflect Washington County’s identity as an industrial and transportation hub, integrate new additions on multiple sides of the building and improve accessibility, circulation and parking – all while maintaining compatibility with the surrounding streetscape.
What solutions did STV deliver?
STV developed comprehensive architectural and interior designs that reused the existing steel frame where feasible while adding approximately 36,000 square feet of new space. A three-story central atrium with a skylight and circular staircase inspired by the historic Hagerstown Roundhouse became the project’s focal point. The design introduced new children’s and young adult areas, community and performance spaces, technology-enabled instruction rooms and flexible public gathering areas. Exterior improvements included new entrances, a sunken outdoor plaza, expanded parking and façades that reinforce the character of downtown Hagerstown
