As passenger volumes increased across multiple commuter rail services, Amtrak advanced a two‑phase initiative to modernize and expand Washington Terminal Yard – the primary running maintenance facility for electric locomotives and Amfleet coaches operating along the Northeast Corridor. To guide this effort, STV served as master planner, developing a comprehensive strategy to improve yard efficiency, increase operational capacity and support future service growth for Amtrak and the three commuter rail agencies that rely on the facility.
What challenges did STV address?
Washington Terminal Yard faced growing pressure from higher train frequencies, longer consists and the operational needs of multiple agencies. The existing layout limited the ability to stage, service and turn trains efficiently. STV was tasked with assessing how the facility could evolve to meet long‑term requirements while accommodating significant increases in train movements, layover demands and maintenance activities – all within a constrained, high‑activity rail environment.
What solutions did STV deliver?
STV conducted a detailed evaluation of the yard’s existing conditions, including its maintenance facilities, servicing operations and track configuration. The team developed strategies to optimize train flow, increase storage capacity and streamline maintenance and servicing functions. As master planner, STV delivered phased recommendations for infrastructure expansion, operational improvements and capital investments aligned with projected ridership and fleet needs. These plans guided design and construction decisions across both phases of the program.
