Resilience is our ability to withstand, adapt to and recover from environmental and manmade shocks such as natural disasters and cyberattacks while still providing critical services to communities.

Risk calculations are then used to facilitate a comprehensive comparison across different events and time horizons so that decision-makers can prioritize mitigation measures and implementation timelines.
