STV’s Georgia team recently celebrated the groundbreaking of a new $20 million public safety building in the City of Norcross – a milestone that marks more than just the start of construction. For our client, it’s the largest capital project the city has ever undertaken. For STV, it’s a powerful example of the kind of community-driven civic work we’re proud to be advancing across the state.
STV is serving as the project manager in partnership with Turner & Townsend Heery, overseeing both the design and construction on the city’s behalf. It’s a significant project for a city that has nearly doubled in population since 2011. With more than 17,000 residents today, the city has outgrown its current City Hall, which no longer meets the needs of public safety staff – or the broader community.

The new 40,000-square-foot facility is designed to change that. It will house the Norcross Police Department, Municipal Court and a range of spaces for community use. The building will include expanded space for mental health services, training rooms and a flexible multipurpose indoor-outdoor gathering space for public events, meetings and recreational activities. There’s even a basketball court, which underscores the city’s goals of creating a welcoming civic hub that reflects the community’s character and engaging the broader public through this program.
As with many transformative projects, this one comes with challenges – from consolidating multiple adjacent city-owned parcels to navigating a complex site topography – but those were opportunities to build trust. We’re working closely with the city to see that they feel supported at every step, and the collaboration has been terrific. Now that construction is underway, it’s exciting to see this vision begin to take shape, with completion scheduled for September 2026.
Norcross is just one example of our program management team’s work across Georgia. In partnership with Turner & Townsend Heery, STV is serving as owner’s representative on a growing portfolio of public safety projects statewide.

In Columbus, we are supporting the delivery of a new $208 million judicial center for Georgia’s first consolidated city-county government – a 342,000-square-foot, eight-story building that will house 18 courtrooms, 31 holding cells, 24 judicial offices and roughly 500 parking spaces. STV has been involved since the earliest stages of construction last summer and will serve as owner’s representative through the project’s completion next year.

In South Fulton, we are serving as owner’s representative for two new public safety facilities: a 61,000-square-foot headquarters for the Police Department and a 55,000-square-foot headquarters for the Fire and Rescue Department. STV has been involved in both projects – each valued at approximately $60 million – since September 2024 and will provide oversight throughout the full design and construction cycle. Both are currently out to bid and will be delivered as design-build projects.
