The City of Norcross is investing in its future with a new $20 million public safety building, the largest capital project in the city’s history. With the population nearly doubling since 2011 and now exceeding 17,000 residents, the existing City Hall no longer meets the needs of public safety personnel or the broader community. The new 40,000-square-foot facility will house the Norcross Police Department, Municipal Court and a range of flexible, community-oriented spaces that reflect the city’s goal of creating a welcoming civic hub.
What challenges is STV addressing?
To meet the demands of a rapidly growing community, the project required a modern facility capable of supporting public safety operations, mental health services, training and public programming. Coordinating a multidisciplinary design and construction effort on an accelerated schedule also demanded strong project management to ensure alignment among city leaders, designers and contractors throughout every phase.

STV is serving as the project manager in partnership with Turner & Townsend Heery, overseeing both design and construction. The firm is coordinating stakeholder engagement, schedule and budget alignment and the development of a facility that balances operational demands with community‑focused amenities. The design includes indoor‑outdoor gathering spaces, training rooms, mental health support areas and a multipurpose court to enhance civic life.
