Heather Wills Joins STV as National Tolling Director

PORTLAND, OR – STV, a leading professional services firm that plans, designs and manages infrastructure projects across North America, today announced that Heather Wills has joined the firm as vice president and national tolling director. In this role, Wills will drive the planning, delivery and growth of pricing initiatives, serving both national and state clients.

“Heather brings extensive expertise to our national tolling practice, which augments our local infrastructure teams across the country,” said Marcos Díaz González, executive vice president and director of the Centers of Excellence at STV. “Her leadership, ability to foster strong partnerships and navigate complex challenges will be invaluable, particularly as we continue to grow our team in the Pacific Northwest.”

Wills boasts nearly 25 years of experience developing and delivering large-scale programs and projects that solve multi-modal transportation challenges. Prior to joining STV, she led the national tolling and transportation operations business line at a multinational engineering and design firm and has also worked with the Federal Highway Administration (FHWA) and Oregon Department of Transportation (ODOT).

Wills holds a Bachelor of Science in Environmental Science and a Master of Urban and Regional Planning from Portland State University. She is an active member of the Women’s Transportation Seminar (WTS), serving as its fundraising board chair, and a recent graduate of the International Bridge, Tunnel and Turnpike Association’s (IBTTA) Leadership Academy executive development program.

STV provides comprehensive planning, design and construction management services for tolling infrastructure on highways and roadways as well as fixed and movable bridges, facilitating seamless transportation across communities and enhancing access to opportunities. As industry trends and community needs evolve, STV leads in the development and integration of advanced tolling solutions and Intelligent Transportation Systems (ITS). Recent projects include infrastructure upgrades supporting express toll lanes and toll collection systems on Section 100 of Interstate 95 in Baltimore County, Maryland; an all-electronic interchange on Route 29 in Malvern, Pennsylvania; and enhancements at the Scudder Falls Bridge in Bucks County, Pennsylvania.
