Rigo Salinas Selected to Serve on RHCA Board of Directors

Rodrigo “Rigo” Salinas, senior vice president and national development director for STV’s program management and construction management (PM/CM) group, has been selected to serve on the 2026–2028 Board of Directors for the Regional Hispanic Contractors Association (RHCA).

RHCA is led by a distinguished group of industry leaders whose collective expertise and strategic leadership advance the organization’s mission to strengthen the construction industry through advocacy, education and the growth of opportunities for small business enterprises (SBEs). As a member of the board, Salinas will support the association’s governance, help guide its strategic priorities and contribute to initiatives that promote professional growth and engagement across the industry.

“Rigo’s appointment to the RHCA Board reflects the way he leads every day – by building strong teams, guiding complex programs and creating space for the next generation of industry leaders,” said Luis Delgado, president of PM/CM at STV. “His perspective will be a real asset to RHCA and we’re proud to see him representing STV in this role.”

Salinas brings more than 30 years of experience in program and project management across education, aviation, municipal and large-scale capital improvement programs. In his role at STV, he supports national business development and strategic growth for PM/CM services, working closely with teams and clients nationwide to deliver complex infrastructure and facilities programs.

“Serving on the RHCA board is an opportunity to give back to an organization that plays a critical role in supporting SBEs and expanding opportunity across our industry,” Salinas said. “I look forward to working alongside fellow board members to help expand opportunity and support the professionals shaping the future of construction.”

Throughout his career, Salinas has been an industry champion for effective governance, collaboration and long-term client relationships across both public- and private-sector programs.
