NEW YORK, NY – STV and Technico Construction Services have been selected by the New York City Public Housing Preservation Trust (the Trust), a public agency that works in partnership with the New York City Housing Authority (NYCHA), to comprehensively renovate Hylan Houses through the Trust’s Modernization and Preservation Program. The project team also includes Preservation Logistics LLC, which will lead resident engagement and relocation coordination throughout the modernization effort. The project marks the Trust’s first use of the progressive design-build project delivery method and will bring long-term improvements to 209 apartments in the 19-story public housing development in Bushwick, Brooklyn.
The full-building transformation will address decades of deferred maintenance through environmental remediation, apartment renovations, sustainable initiatives and upgrades to mechanical, electrical and plumbing infrastructure. Additional improvements will be studied to strengthen heating reliability, enhance resident safety and improve air quality and accessibility throughout the property. As modernization work advances, the team will also investigate the feasibility of improving resident spaces, such as playgrounds, balconies and green spaces identified through resident engagement, creating visible enhancements to shared community spaces early in the project.

Delivered through a progressive design-build model, the project brings the Trust, residents and the design-build team together early in the project delivery process to collaboratively develop the scope, design, schedule and cost. This approach allows key project decisions to be informed by resident priorities and existing building conditions as the modernization plan advances, before the final construction scope and price are established. The model represents a shift in how large-scale public housing upgrades are planned and delivered across New York City.

Hylan Houses is one of four developments advancing under the Trust’s modernization model, which provides access to more stable federal funding and financing, as well as new tools to deliver comprehensive building improvements while keeping homes permanently public and preserving residents’ rights. As the Trust’s first progressive design-build project, Hylan Houses will help establish an approach that can inform future Trust modernizations. The team includes Section 3-certified partners and will prioritize local hiring and workforce development to extend the project’s benefits beyond the site.
