STV’s program management and construction management (PM/CM) teams received multiple honors – including “Firm of the Year” from the Construction Management Association of America (CMAA) Mid-Atlantic Chapter.
As CMAA Mid-Atlantic’s Firm of the Year, STV was recognized for the consistency and depth of its program and construction management delivery across Pennsylvania, New Jersey and the broader region. The firm supports clients on complex projects with a disciplined, collaborative approach that spans planning through execution.

Additionally, STV played a key role in two projects that were honored by the chapter – the Hawkinson Welcome Center at Kutztown University, which was named Project of the Year in the Higher Education Under $20M category, and the SEPTA Frazer Rail Shop and Yard Expansion, which earned Project of the Year in the Infrastructure Over $20M category.
“Being named CMAA Mid-Atlantic Firm of the Year reflects the collective strength of our teams and the consistency of how we deliver for our clients across the region,” said Anthony Pastore, senior vice president and Northeast district manager with STV’s PM/CM team. “It’s recognition not just of individual projects, but of the standards, collaboration and accountability our teams bring to every assignment.”
A New Front Door for Kutztown University
Opened in 2025, the Hawkinson Welcome Center is located at a prominent campus entrance and serves as Kutztown University’s primary gateway for prospective students, families and visitors. STV provided PM/CM services for the renovation of the historic Poplar House, which included a new 10,300-square-foot addition to create a centralized destination for admissions, visitor services and campus engagement.
The new facility brings together multiple functions in a single, welcoming environment, including a lobby and gathering space with interactive displays, a multipurpose meeting room, offices supporting admissions operations and a dedicated space for student tour guides. Designed to improve wayfinding, the center strengthens connections between the campus and the surrounding community.

Beyond consolidating admissions and visitor services, the project establishes a clearer, more intuitive arrival experience that strengthens the university’s connection to prospective students and the surrounding community – supporting Kutztown University’s long‑term campus engagement goals.
STV worked closely with Kutztown University and the broader project team to support planning, coordination and implementation. Delivering the project required collaboration to address campus design standards, existing site conditions and schedule considerations.
“The Hawkinson Welcome Center is a great example of how thoughtful planning, collaboration and respect for context can come together to create meaningful, long-term value for our clients and their communities,” said Timothy Mason, CCM, area manager for STV’s PM/CM team in Pennsylvania, New Jersey and Delaware.
Infrastructure Improvements Supporting SEPTA Reliability
The expansion of SEPTA’s Frazer Rail Shop and Yard in Philadelphia has helped modernize the agency’s maintenance capabilities while supporting new rail car fleets throughout the system. STV served as architect- and engineer-of-record for the project, which included a 9,430-square-foot Consist Shop expansion and a 3,100-square-foot Train Washer Building complete with new train-wash equipment and a dedicated wash-yard track.

Additional elements encompassed 65,000 square feet of roof replacement, including structural repairs; construction of new catenary structure foundations; installation of traction power system upgrades; stormwater management infrastructure; and development of an employee parking area featuring pervious pavement.
Together, these improvements support SEPTA’s ability to maintain and deploy its rail fleet more efficiently, strengthening system reliability while extending the useful life of critical assets.
“This recognition reflects how our team carried technical decisions through every phase – from early design coordination to construction execution – to support SEPTA’s long-term operational needs,” said Nicole Quinlan, project manager and track engineer for STV. “The project reinforces that a well-executed design is the foundation for a successful project and leads directly to a high-quality final product that delivers lasting value for our clients.”
