The Frazer Rail Shop and Yard Expansion supports SEPTA’s long-term fleet growth by enhancing inspection, cleaning and maintenance capacity at one of its most critical rail facilities. The project is being delivered through a three-phased, fast-tracked design approach that allows rail operations to remain active throughout construction.
Located on the site of SEPTA’s historic Frazer Rail Maintenance Facility, originally designed by STV and completed in 1986, the expansion reflects the evolving demands of modern rail operations. New and expanded facilities include upgraded inspection tracks, cleaning and servicing infrastructure and supporting buildings designed to improve efficiency, safety and operational reliability for SEPTA’s regional rail system.
What challenges is STV addressing?
The project requires careful coordination to expand capacity within an active rail yard while minimizing impacts to daily operations. Phasing, constructability and operational continuity are central considerations, as SEPTA continues to increase fleet size and service demands.
In addition, the team is balancing new program requirements with existing site conditions and infrastructure, while verifying that each phase aligns with SEPTA’s long-term operational and maintenance goals.
What solutions is STV delivering?
STV is providing full multidisciplinary design services across architecture, engineering and industrial systems to support SEPTA’s phased expansion strategy. The team’s approach integrates capacity-driven design solutions aligned with fleet growth; operationally efficient inspection and cleaning layouts; phased implementation that maintains continuous rail service; and ADA implementation and improvements.
Drawing on decades of institutional knowledge of the Frazer site, STV is helping SEPTA modernize the facility while extending the value of existing infrastructure.
How will the project benefit the community?
The Frazer Rail Shop and Yard Expansion strengthens the reliability and performance of SEPTA’s regional rail network, supporting safe, efficient and dependable transit service for the Philadelphia region. By increasing maintenance and inspection capacity, the project helps ensure that SEPTA can meet future mobility demands while sustaining critical transportation infrastructure for the community.
