STV’s program management and construction management (PM/CM) team recently joined the State of Rhode Island, Gov. Dan McKee, U.S. Sen. Jack Reed and project partners to celebrate the completion of the modernized Regan Building at Eleanor Slater Hospital in Cranston, Rhode Island. The $74.5 million comprehensive renovation transformed the approximately 120,000-square-foot facility into a modern behavioral healthcare environment designed to better support patients, caregivers and long-term operational needs.
Serving as the owner’s project manager, STV coordinated delivery of the six-story facility, including a complete gut renovation of multiple floors, replacement of the building’s mechanical, electrical, plumbing and fire protection infrastructure, new elevators and the installation of new security, information technology, audiovisual, solar and electric vehicle charging systems. The renovation also included architectural upgrades, enhanced safety features designed to support patient and staff well-being, a new building envelope and roof and kitchen modifications.
As the project evolved, STV worked closely with the State, design team and contractors to integrate additional infrastructure improvements while maintaining progress toward commissioning, activation and occupancy. The completed facility strengthens Rhode Island’s behavioral healthcare infrastructure while providing a safer, more resilient and more efficient care environment for patients and staff.

The Regan Building modernization reflects Rhode Island’s continued investment in behavioral healthcare facilities and essential public infrastructure. By transforming an aging facility into a modern care environment, the project supports the State’s broader efforts to enhance behavioral healthcare services while improving outcomes for patients and caregivers. With complete construction, the facility is ready to support patients, caregivers and the evolving needs of Rhode Island’s healthcare network.
