NEW YORK, NY – STV, a leading professional services firm that plans, designs and manages infrastructure projects across North America, today announced Richard Peters, PE, has joined the firm as senior vice president and northeast director of water and Siavash Hoomehr, PhD, PE, CFM, has joined as vice president and eastern region one water-water resources director. In these roles, Peters and Hoomehr will lead strategic business development, project delivery and team leadership for STV’s water, wastewater and water resource projects in the northeast and eastern seaboard regions.

Peters brings over 30 years of experience in the planning, design and construction of resilient water supply and treatment facilities across the northeast. Specializing in large-scale infrastructure projects, Peters has led complex joint efforts such as the development of the largest water treatment facility in the U.S., a 2 billion gallons of water per day (BGD) Ultraviolet Treatment Facility, as well as dam reconstruction and water conveyance projects. Richard holds joint Bachelors of Science in agriculture engineering and environmental studies from Rutgers University and a Master’s in environmental engineering from Stevens Institute of Technology.

Hoomehr brings nearly 20 years of experience in flood control, mitigation and stormwater management. He has managed key projects for federal, state and local municipalities, including the U.S. Army Corps of Engineers (USACE), the Federal Emergency Management Agency (FEMA), New Jersey Department of Environmental Protection (NJDEP) and the New York City Department of Environmental Protection (NYCDEP). His expertise spans watershed assessments, flood protection planning and design, as well as advanced hydrologic and hydraulic modeling in support of flood mapping and control projects. Hoomehr holds a Ph.D. in civil engineering and a Master’s of Science in statistics from University of Tennessee, Knoxville; a Master’s in civil engineering from the University of Tehran; and a Bachelor’s in civil engineering from Shiraz University. He is a licensed professional engineer in four states, a Certified Floodplain Manager (CFM) and serves as a subject matter expert on FEMA’s Scientific Resolution Panel.

As part of the water leadership team, Peters and Hoomehr are responsible for advancing STV’s national One Water market strategy, which focuses on integrated service delivery across all aspects of the water lifecycle, including water, wastewater, stormwater and resource recovery. STV’s national water group creates holistic solutions for the complex challenges communities are facing in securing water resources, such as aging infrastructure, regulatory requirements, capacity improvements and facility expansions. The firm has a proven track record across the United States, including the Red Hook Wastewater Resource Recovery Facility in New York City; the award-winning Vista Ridge Regional Supply Project in San Antonio, Texas; the Little Sugar Creek Tributary Sewer Project in Charlotte, North Carolina; the Walnut Hill Pump Station in Dallas, Texas; and the Owasso Wastewater Treatment Plant in Owasso, Oklahoma.
