STV recently joined Cook County officials and project partners to celebrate a milestone for the Build Up Cook County EV Charger program, an initiative funded through the American Rescue Plan Act (ARPA) to expand access to electric vehicle infrastructure at municipal facilities across the county.
The milestone was recognized during a ribbon-cutting ceremony highlighting the delivery of new Level 2 electric vehicle charging stations for public use. The milestone reflects not only construction progress, but collaboration among Cook County leadership, participating municipalities, local contractors and program partners. During the event, STV highlighted its role in coordinating construction activities across multiple local installers and working closely with Cook County and participating municipalities to address practical considerations associated with planning and delivering EV charging infrastructure, including site-specific conditions, sequencing, commissioning and long-term operational needs.

The EV charging effort is one component of Build Up Cook, Cook County’s ARPA-funded improvement initiative that addresses infrastructure needs across 26 underserved municipalities. Through Build Up Cook, the county is advancing a wide range of community-serving projects that modernize facilities, support sustainability goals and strengthen long-term resilience.
STV, as part of a joint venture with CBRE, is providing program and construction management services for the initiative, including oversight of the EV charging scope under the county’s Department of Environment and Sustainability. The team is supporting projects from early scoping and estimating through design coordination, construction and closeout, beginning each site with engagement with municipalities to understand local needs, constraints and long-term goals. The effort leverages local contractor expertise in permitting, utility coordination and field installation, along with best practices that help municipalities better understand the technical and logistical requirements of EV charging infrastructure.

“EV charging projects may appear straightforward, but successful delivery depends on early coordination, realistic scoping and an understanding of how these systems will be used and maintained over time,” said Jacqlyn Gordon, project manager with STV’s program management and construction management team. “By applying lessons learned from this program, we’re helping municipalities move forward with clearer expectations and stronger outcomes as they plan and implement EV charging infrastructure.”
