STV Promotes Jeff Church to Vice President, Strengthening Transportation Leadership in Georgia

ATLANTA, GA – STV today announced that Jeff Church, PE, has been promoted to vice president, reflecting the firm’s continued focus on disciplined delivery and experienced leadership as transportation programs across Georgia grow in scale and complexity.

Church has more than 30 years of experience leading roadway and bridge design, program management and quality assurance for state and local agencies, including the Georgia Department of Transportation. Since joining STV in 2015, he has been instrumental in advancing the firm’s statewide transportation operations. In his new role, Church will guide transportation strategy in Georgia while supporting STV’s broader efforts to enhance delivery, mentor emerging leaders and advance complex infrastructure solutions that improve mobility and safety.

“For complex transportation programs, success depends on disciplined delivery and clear decision-making,” said Brad Winkler, PE, senior vice president and Central District manager for the Transportation South operating group at STV. “Jeff’s ability to lead teams, manage risk and make sound decisions helps agencies move critical projects forward with confidence.”

Church is actively involved in local industry organizations, including the American Council of Engineering Companies and the Georgia Partnership for Transportation Quality, where he has served in leadership and advisory roles. He holds a bachelor’s degree in civil engineering from the Georgia Institute of Technology and is a registered professional engineer in multiple states.

STV has supported infrastructure in Georgia for more than 50 years and operates offices in Atlanta, Acworth and Duluth, where Church is based. The team has delivered major projects throughout the state, including the Global Gateway Connector Bridge in College Park and the Plane Train Tunnel Western Extension at Hartsfield-Jackson Atlanta International Airport. The firm recently reinforced its commitment to the Peach State by opening a new Atlanta office, expanding its ability to serve clients and support the region’s transportation, transit, water, buildings and community infrastructure programs.
