STV Promotes Joseph Palantino to Vice President and Pennsylvania Area Manager for Buildings

PHILADELPHIA, PA – STV today announced that Joseph Palantino, PE, has been promoted to vice president and Pennsylvania area manager in the firm’s national buildings group, where he will lead business growth, client engagement and project delivery across the Commonwealth.

Palantino brings over 30 years of experience in capital program delivery, construction management and facility operations for complex public- and private-sector buildings. Since joining STV in 2021, he has served as an operations manager and senior project manager, supporting high-profile commercial and institutional projects while enhancing internal delivery practices. In his new role, Palantino will oversee operations across Pennsylvania, with a focus on expanding STV’s presence in the Philadelphia region, developing talent and delivering projects that balance quality, cost and schedule.

Prior to joining STV, Palantino held senior leadership roles in the public sector, including the Southeastern Pennsylvania Transportation Authority (SEPTA) and the City of Philadelphia, where he managed large-scale capital and facilities programs. He is a licensed professional engineer in Pennsylvania, New York and New Jersey and holds an MBA from Temple University’s Fox School of Business and a Bachelor of Science in Civil Engineering from Villanova University.
