STV Promotes Three Transportation Leaders to Vice President Roles

NEW YORK, NY – STV has promoted Liz Staryak, PE, CCM; Albert Wong, PE and Robert Vaz, CCM, to vice president roles, reflecting their leadership of major transportation and construction inspection programs across the New York metropolitan region. 

“Liz, Albert and Robert exemplify the leadership, technical judgment and client focus that define STV,” said Marcos Díaz González, president of the transportation north group at STV. “Their work strengthens our delivery teams, deepens trusted client relationships and positions STV for continued growth across some of the region’s most complex transportation programs.” 

Promoted to vice president and engineer director, Staryak has more than 15 years of experience delivering major infrastructure projects in New York. Most recently, she served as deputy project manager on Amtrak’s East River Tunnel Rehabilitation project, overseeing day-to-day client coordination, contract administration and project controls during a critical transition period. She is also approved by the Metropolitan Transportation Authority as a senior project manager for its Construction & Development Construction Contract Management 8 Substation High Tension Component Bundle project. Staryak is a licensed professional engineer in New York, a certified construction manager and holds a Master of Business Administration from New York University. 

Wong, who has more than 30 years of experience delivering New York State Department of Transportation (NYSDOT) bridge and highway programs, was also promoted to vice president. He leads STV’s NYSDOT construction inspection group, overseeing staff, delivery quality and client engagement across Region 11 and other key assignments such as the Van Wyck Expressway Viaduct Rehabilitation. After spending decades at NYSDOT prior to joining STV, Wong brings an owner-side perspective that strengthens alignment with agency standards and expectations. He is a licensed professional engineer and holds a Bachelor of Science in civil engineering from the City University of New York. 

Vaz has spent more than 25 years at STV and was promoted to vice president, recognizing his leadership in delivering NYSDOT construction inspection and resident engineering services, particularly within Region 11. He leads the NYSDOT construction inspection (CI) program and Amtrak construction inspection group at STV. In this role, he is responsible for shaping delivery strategy, staffing and execution standards for Amtrak assignments while continuing to support NYSDOT program delivery, including the Kosciuszko Bridge Phase 1 and 2 projects, where STV’s quality assurance team was recognized by the Construction Management Association of America’s New York/New Jersey Metro Chapter. Vaz is a certified construction manager and graduated from St. John’s University.
