PHILADELPHIA, PA – STV today announced that it has been selected to support the Philadelphia Water Department (PWD) under a new, first-of-its-kind operations advisory contract. Under this agreement, STV will provide strategic operations guidance for the city’s six treatment plants, including three drinking water and three wastewater facilities.
PWD serves 1.6 million residents and manages a system that treats hundreds of millions of gallons of water daily through thousands of miles of water mains and sewers. As a subconsultant to HDR, STV will provide integrated advisory services for operations support that complement PWD’s capital program and position the department for long-term success. STV will help prioritize capital spending needs at the plants, support capital project review and sequencing and align projects with the department’s long-term operational goals. The team will work directly with plant staff to streamline daily operations, assist with reviewing plans for upcoming facility upgrades and help ensure the entire water and wastewater system operates efficiently and meets all regulatory requirements.

This new advisory role builds on STV’s recent work upgrading the effluent service water system at PWD’s Southwest Water Pollution Control Plant, a project designed to improve reliability and operational performance at one of the city’s largest wastewater facilities. STV brings a deep understanding of PWD’s operational needs and shares its commitment to advancing the department’s long-term goals.
For over 45 years, STV has developed and implemented integrated management strategies for water, wastewater, water resources and resource recovery projects across the Mid-Atlantic and throughout the United States. Key projects include the Passaic Valley Sewerage Commission Resilience Improvements in Newark, New Jersey; resilience upgrades at The Red Hook Wastewater Resource Recovery Facility in New York City; the award-winning Vista Ridge Regional Supply Project in San Antonio, Texas; the Walnut Hill Pump Station in Dallas, Texas; and the Owasso Wastewater Treatment Plant in Oklahoma.
