NEW YORK, NY – STV today announced that David Costello has joined the firm as a vice president and program manager in its Transportation North operating group. In his new role, Costello will support transportation clients throughout the Northeast and help advance delivery of major transportation infrastructure programs.
Costello brings more than 30 years of experience leading large-scale transit and rail technology programs across North America. Throughout his career, he has overseen complex transportation initiatives involving communications-based train control systems, fare collection modernization programs, rail communications infrastructure and enterprise program management operations.
“As transit agencies modernize critical infrastructure while balancing operational demands and rapidly evolving technologies, David brings decades of experience leading the complex programs that make that transformation possible,” said Rafael Ruffo, vice president and design delivery leader at STV. “David has repeatedly delivered complex projects that require technical expertise, stakeholder alignment and disciplined execution, so he’s bringing a perspective that will be invaluable to our clients as they advance major infrastructure investments.”
Previously, Costello directed large transit technology portfolios, managed multi-billion dollar infrastructure programs, led multidisciplinary teams and helped drive AI-enabled initiatives designed to improve customer service and organizational knowledge management. He has also established and led project management office functions responsible for overseeing approximately $1 billion in active transportation projects.
Costello holds a Bachelor of Science in electrical engineering from New York University (NYU) and an MBA in finance from NYU’s Stern School of Business.
