STV’s Heather Moulton Named to Roads & Bridges’ Top 25 Under 40 List

Heather Moulton, senior associate and structural engineer at STV, has been named to Roads & Bridges Magazine’s Top 25 Under 40 Class of 2026, a national recognition honoring emerging leaders shaping the future of North America’s transportation infrastructure.

The annual Top 25 Under 40 list highlights professionals who demonstrate technical excellence, leadership, innovation and a commitment to advancing the transportation industry. Moulton was selected for her growing leadership role on complex bridge, rail and transit projects across the East Coast, as well as her dedication to mentoring and industry engagement.

Since joining STV in 2013, Moulton has advanced from junior engineer to senior associate, establishing a reputation as a trusted designer and leader in the construction phase. Her experience spans high-profile projects for the Massachusetts Department of Transportation and the Massachusetts Bay Transportation Authority, including commuter rail station upgrades, bridge replacements and transit facilities that serve thousands of daily users. Her project portfolio includes contributions to several key bridge structures in Massachusetts, including the historic Longfellow Bridge Rehabilitation between Boston and Cambridge, the design for the North Station Draw One Bridge replacement in Boston and the replacement of the Belden G. Bly Drawbridge between Saugus and Lynn.

Known for balancing technical precision with collaborative leadership, Moulton supports projects through all phases – from analysis and detailing to construction oversight – seeing that quality, safety and constructability remain front and center. Her strong command of structural modeling and coordination tools, combined with her NETTCP QA Technologist certification, has helped streamline reviews, improve field quality assurance and keep complex construction efforts aligned with design intent.

Beyond project delivery, Moulton is deeply involved in advancing the profession. She has held multiple leadership roles with WTS International, including co-chair of TransportationYOU, student chapter leadership and her current role as co-chair of the organization’s Scholarships and Awards Committee. Within STV, she is a mentor and role model for junior engineers, helping foster confidence, technical growth and long-term career development.

“This recognition gives me an opportunity to reflect on the work my colleagues and I have accomplished together,” Moulton said. “I’m grateful for the support I’ve received throughout my career, and I’m motivated every day by the positive impact our projects have on the communities that rely on them.”

Moulton’s leadership and impact have also earned praise from her colleagues.
