Lucia Tarsia, PMP, a cost engineering manager in New York at STV, has been selected for the 2026 Construction Management Association of America (CMAA) Emerging Leaders Program (ELP).
The CMAA ELP is a highly competitive, yearlong professional development initiative designed to prepare rising construction management professionals for leadership roles within the industry and the association. Participants are selected from across the country and engage in national conferences, interactive learning sessions and collaborative leadership development experiences.
“Lucia’s selection to the program reflects the technical excellence and leadership mindset she brings to every assignment,” said Craig Phelps, Project Controls director at STV. “She consistently demonstrates a strong command of project controls while collaborating with clients and project teams on some of our most complex capital programs.”
Tarsia has extensive experience supporting large-scale capital programs across the transportation, healthcare, justice and infrastructure sectors. She provided funds management, budget control, change management, forecasting and reporting services for a $1.7 billion FEMA-funded capital construction program supporting multiple NYC Health + Hospitals facilities. She also provided financial oversight for the Florida Turnpike Enterprise (FTE) program by analyzing project costs and performance, commitments and expenditures to ensure alignment with approved budgets, and identifying potential cost risks and recommending corrective actions.
“Being selected for the program is incredibly meaningful to me,” Tarsia said. “I’m grateful for the support and mentorship I’ve received at STV, and I’m excited for the opportunity to learn from industry leaders, connect with peers from across the country and continue growing both professionally and personally through this experience.”
Her project experience also includes work on a major justice facility program in the Mid-Atlantic, as well as major transportation infrastructure initiatives such as the Holland and Lincoln Tunnel Flood Repair and Resilience Program and the Amtrak Sunnyside Yard Phase I Expansion.
Tarsia holds a Master of Science in Construction Management from New York University and a Master of Science in Architectural and Building Engineering from Politecnico di Bari in Italy. She is an active, highly engaged member of Women in Transportation (WTS), Professional Women in Construction (PWC) and New York University’s Tandon CMAA student chapter. She brings a strong technical foundation and collaborative approach to advancing complex capital projects.
