Luis Delgado, president of STV’s program management and construction management (PM/CM) team, has been selected to lead the Regional Hispanic Contractors Association (RHCA) Foundation in Texas. During his two-year term, he will help advance programs that deliver scholarships, professional development and business resources for students, emerging professionals and small businesses across the architecture, engineering and construction industry.
The RHCA was established in 1995 to advance the economic growth of Hispanic and minority contractors, architects and engineers in Texas. The Foundation extends that mission through scholarships, grants and career development opportunities that create pathways to education, industry exposure and practical support – enabling broader participation across the AEC workforce.
Delgado’s appointment builds on his previous service as RHCA chair from 2022 to 2024 and seven years on the association’s board of directors. During that time, he helped advance efforts to improve contracting processes and expand opportunities for small and diverse businesses to participate in infrastructure programs across Texas, supporting more inclusive access to project delivery and long-term economic participation in the industry.
“The RHCA Foundation creates pathways for students and small businesses to access development opportunities in this industry,” Delgado said. “Through my time on the RHCA board, I’ve seen how education, mentorship and business support can change what’s possible. This role is an opportunity to build on that work and help more people move from interest to participation to long-term success.”
For his new role, Delgado will leverage his national industry leadership, including serving as chair of the national board of directors for the Construction Management Association of America (CMAA) and his engagement with the CMAA Foundation. Through this work, he will help strengthen connections between industry, education and community partners – aligning workforce development efforts with real-world project delivery needs.
Delgado’s appointment reflects STV’s long-standing commitment to partnering with industry and community organizations to strengthen the workforce and expand access to opportunity. Through active engagement in organizations like RHCA, STV helps connect talent development efforts to the realities of infrastructure delivery – supporting a more prepared, inclusive and resilient talent pipeline. This work not only benefits individual participants but also helps the industry and the communities it serves build capacity for long-term growth and economic participation.
