Two STV Leaders Named to Progressive Railroading’s 2026 Women of Influence in Rail

Two STV rail leaders, Carol Rose, PMP, vice president, and Victoria Matts, construction management project director, were recently named to Progressive Railroading’s 2026 Women of Influence in Rail. This national recognition honors outstanding contributions, leadership and impact of women in the rail industry.

As part of STV’s national vehicles practice, Rose brings more than 25 years of experience managing rail vehicle procurement, overhaul and quality-upgrade programs. Her expertise spans the full project lifecycle – from feasibility and design through testing, commissioning, and warranty support – while leading teams and collaborating closely with clients to deliver projects on schedule, within budget and in line with technical standards. Based in STV’s Philadelphia office, she was recognized in the Technology category by Progressive Railroading.

“I’m honored to be recognized by Progressive Railroading alongside so many talented women in the industry,” said Rose. “This work is always a team effort, and I’m proud to collaborate with colleagues and clients who are committed to advancing safe, reliable and innovative rail solutions.”

Matts has over 18 years of experience supporting rail clients, including CSX Transportation, Norfolk Southern, Florida East Coast and RJ Corman Railroad. She specializes in project management, scheduling and construction management for major rail infrastructure projects, such as the Howard Street Tunnel Clearance Program, and manages thousands of publicly funded projects on behalf of the railroad. Based in Jacksonville, she was recognized in Progressive Railroading’s Leadership category.
