As part of its University District program – an effort designed to improve accessibility in one of Houston’s most congested corridors – Houston METRO launched a pioneering Automated Vehicle (AV) pilot to better understand how autonomous shuttles can enhance mobility. Supported by a $1.47 million Federal Transit Administration Accelerating Innovative Mobility Grant, the initiative evaluates the benefits, challenges and operational needs of integrating AV technology into the region’s transit network.
What challenges did STV address?
Houston required a safe, equitable and data‑driven approach to deploying AV technology in dense urban environments. METRO sought a partner capable of designing, testing and overseeing a fully autonomous Level 4 shuttle that could address first‑ and last‑mile gaps, improve mobility for underserved communities and provide reliable access to local institutions, including Texas Southern University. The project also required a strategy that aligned with METRO’s long-term zero-emission goals.
What solutions did STV deliver?
STV was selected to lead the development and deployment of a mid-size, Level 4 zero-emission AV shuttle. The pilot connects the greater Third Ward with the Texas Southern University campus – improving access to food, employment, healthcare, and education. STV’s work included systems integration, intelligent transportation systems planning, technology evaluation and mobility strategy support, verifying that the shuttle operates safely and effectively within an active urban corridor.
