Climate Change Vulnerability Assessment and Adaptation Support

To strengthen resilience across its transit network, the Massachusetts Bay Transportation Authority (MBTA) engaged STV to provide on‑call planning, design and policy support through a General Engineering Contract. With infrastructure spanning 176 communities and facing growing risks from coastal storms, extreme rainfall and flooding, MBTA sought a system‑wide approach to assess vulnerabilities and prioritize adaptation measures. STV’s work helps the agency better protect essential assets and maintain safe, reliable service under changing climate conditions.

What challenges did STV address?

MBTA’s extensive multi‑modal system includes thousands of assets with varying exposure to climate‑driven hazards. The agency needed a comprehensive assessment to identify operational, safety and infrastructure risks across rapid transit, bus rapid transit and supporting systems. Evaluating the vulnerability of power, signals and communications networks required detailed data collection and analysis along with clear guidance on long‑term adaptation strategies.

What solutions did STV deliver?

STV is developing a system‑wide vulnerability assessment that evaluates hazards and identifies strategies for repairs, upgrades and operational adaptations. The team is gathering data on critical systems across the Red, Orange, Green and Blue lines and the Silver Line bus rapid transit network. STV is preparing a screening report that outlines potential risks for each asset and provides a prioritization framework for next steps, enabling MBTA to make informed, resilience‑focused investments.
