Consolidated Laboratory Facility

The U.S. Department of Agriculture’s (USDA) Ames, Iowa, campus is a globally recognized center for breakthrough research in animal diseases, home to the National Animal Disease Center, the National Veterinary Services Laboratories and the Center for Veterinary Biologics. As part of a major campus modernization initiative, USDA delivered a new 647,050‑square‑foot, $200 million Consolidated Laboratory Facility to advance scientific discovery and strengthen national biosecurity. The LEED®‑certified complex includes a three‑story administration building, two four‑story laboratory wings connected by a full‑height atrium and a one‑story service building supporting warehousing and maintenance operations.

What challenges did STV address?

The project required seamless coordination across planning, design, construction, startup and commissioning, while addressing an unexpected underground environmental condition uncovered during excavation. The challenge demanded vigilant schedule oversight, design review and risk management to maintain budget and delivery commitments on a highly technical, mission‑critical laboratory campus.

What solutions did STV deliver?

STV provided on‑site owner’s representative services and home‑office independent design reviews, leading integration across all project phases. The team oversaw planning and design development, managed commissioning and startup activities, secured and managed a commissioning agent and supplemented staff to maintain project momentum. Despite unforeseen environmental issues, STV ensured the project was completed on time and within budget.

How does this project benefit the region and community?

The new facility strengthens the nation’s scientific infrastructure, enabling advanced research that supports animal health, food security and public safety. By modernizing laboratory environments and expanding research capacity, the project enhances USDA’s role as a global leader in veterinary science and contributes to the resilience of the agricultural economy.
