East Baltimore Development Phase 2B Public Roadway Infrastructure 

East Baltimore Development, Inc.’s (EBDI) $12 million Phase 2B Public Roadway Infrastructure program advances a long‑term transformation effort designed to strengthen mobility, safety and neighborhood vitality in East Baltimore. As part of this phase, STV is serving as the project and construction manager, guiding the work from contractor selection through construction completion. The program upgrades critical roadway and utility infrastructure across the southeastern and central areas of EBDI’s redevelopment footprint – laying the groundwork for continued residential, commercial and institutional investment.

Phase 2B spans several highly utilized corridors, including N. Patterson Park Avenue, N. Chester Street, N. Washington Street and Ashland Avenue, requiring coordinated construction phasing and stakeholder outreach in dense, active urban neighborhoods. The project also needs to align with EBDI’s broader redevelopment vision while addressing aging infrastructure, inconsistent streetscapes and outdated utilities that no longer met community needs.

STV is providing comprehensive project and construction management services, overseeing roadway reconstruction, curb and sidewalk repairs, upgraded lighting and streetscaping, new storm drainage systems and the replacement of water mains and service lines. The team monitors contractor performance, ensures quality control and manages day‑to‑day coordination among city agencies, utility providers and community partners. Phase 2B builds on STV’s long-standing support for EBDI, which dates back to initial infrastructure planning and design beginning in 2002.
