Eleanor Slater Health System Capital Improvements

STV is providing owner’s project management (OPM) services for capital improvements associated with Eleanor Slater Health System in Rhode Island, supporting major upgrades at both the Zambarano Campus in Burrillville and the Regan Unit in Cranston. Together, these efforts reflect the State’s broader investment in behavioral health and long-term acute care infrastructure, modernizing facilities that serve patients with complex medical, psychiatric and rehabilitative needs. 

At the Zambarano Campus, STV is performing OPM activities for a new 155,000-square-foot, 100-bed long-term acute care hospital. The planned facility is designed to support advanced acute medical, rehabilitative and extended care services, with radiology, therapy, wound care, cardiac monitoring, pharmacy, laboratory and special procedures spaces. At the Regan Unit, STV is supporting a 120,000-square-foot renovation to convert an existing long-term acute care facility into a 78-bed inpatient psychiatric hospital, including significant upgrades to building systems, circulation and patient-support spaces. 

What challenges is STV addressing? 

The program requires careful coordination across multiple occupied and highly sensitive healthcare environments while aligning design, procurement, stakeholder engagement and long-term operational goals. STV’s work involves navigating complex agency coordination, integrating design and construction teams and managing communication around major site and infrastructure activities. In Rhode Island, these projects carry heightened public and community visibility because they support essential state-operated healthcare services for vulnerable patient populations. 

What solutions is STV delivering? 

STV is delivering comprehensive OPM services spanning design oversight, procurement, construction administration, consultant coordination and project controls. For the Zambarano project, STV is helping guide development of a self-sufficient hospital facility that incorporates resilient infrastructure elements such as emergency generators, rooftop solar and geothermal systems. For the Regan Unit renovation, STV is providing strategic oversight of major building upgrades, including improvements to elevators, roof and exterior envelope systems, chiller and electrical infrastructure, fire protection, lobby and administrative spaces. 

How will these projects benefit the community? 

These projects support Rhode Island’s effort to strengthen its continuum of care for patients with serious medical, psychiatric and rehabilitative needs. The upgrades will improve quality, safety, dignity and long-term functionality across the Eleanor Slater Health System, while creating more therapeutic and resilient environments for patients, staff and families. Once complete, the work will help the State deliver modernized facilities that better support recovery, long-term treatment and specialized inpatient care.
