The Elm Street Interchange Reconstruction supports the Oklahoma Turnpike Authority’s first all‑electronic tolling system along the Creek Turnpike, improving mobility and safety at one of Jenks’ most important access points. STV provided engineering and environmental permitting services for the redesign, helping reconfigure ramps and traffic movements to accommodate increased demand and enhance operational flow. The project modernizes a key gateway corridor that serves residents, commuters and businesses along the Arkansas River.
What challenges did STV address?
The original interchange layout created congestion along Elm Street, where three intersections occurred in close succession. With the implementation of all‑electronic tolling, traffic volumes were expected to rise, requiring a more efficient configuration. STV also needed to design improvements within an active corridor that supports regional development, adjacent neighborhoods and future growth along the riverfront.
What solutions did STV deliver?
STV redesigned the westbound exit and entrance ramps to remove one of the three intersections and streamline operations at the interchange. The team also designed a new U‑turn movement on the east side of Elm Street, providing a free‑flow turning option that connects directly to the eastbound entrance ramp and a new frontage road supporting future commercial development. STV coordinated traffic staging, environmental permitting and structural improvements to support seamless integration with the all‑electronic tolling system.
How does this project benefit the community?
The redesigned interchange reduces congestion, enhances safety and improves access for drivers traveling to and from the Creek Turnpike. The new frontage road expands development opportunities along the Arkansas River while the U‑turn improves circulation for local traffic. The project strengthens multimodal and economic connections in one of Jenks’ most active corridors.
