The Montgomery County Department of Transportation (MCDOT) is leading one of the most robust bus rapid transit (BRT) implementation plans in the United States. The Flash BRT system encompasses eight proposed lines and some 100 stops, with BRT service arriving every 4 to 15 minutes. The program is designed to improve transit efficiency and access to key destinations across several of the county’s most crucial, heavily traveled corridors.
As MCDOT’s Program Management Consultant, STV’s multidisciplinary team supports the county in developing and planning every facet of the program.
Key projects within the Flash BRT program include:
- MCDOT Zero Emission Transition Plan: Developing a comprehensive plan to convert the fleet to zero-emission vehicles in line with the county’s climate goals, including concept design and site selection for depot expansions.
- MD 355 Flash BRT Program Management: Structuring the project management and delivery approach, completing NEPA documentation, and supporting the advancement of the MD 355 Flash BRT project through the Federal Transit Administration’s (FTA) Capital Investment Grants process, including risk management and quality assurance.
- US 29 Flash BRT Reconfiguration: Planning and engineering to enhance and extend the County’s initial BRT line with dedicated bus lanes, including environmental analyses and a public engagement campaign.
- Veirs Mill Road Flash BRT: Managing the FTA Small Starts grant process, leading a comprehensive risk assessment, supporting right-of-way acquisition, and convening the designer and contractor to facilitate the project’s progression through early construction while meeting regulatory requirements.
- New Hampshire Avenue Flash BRT: Completing an Alternatives Analysis to evaluate safe, community supportive BRT configurations and ensure multimodal connections between Montgomery County and Washington, D.C.
- BRT Program Implementation: Building consistent and efficient processes for application on all County BRT projects through a U.S. Department of Transportation (USDOT) Regional Infrastructure Accelerator grant; tasks include right-of-way, workforce development, operational readiness, risk management, third-party agreements and safety and security standards.
