Flash BRT Program Development

The Flash BRT Program aims to create an extensive, high-capacity Bus Rapid Transit network across Montgomery County, with eight proposed lines, roughly 100 stops and promised service every 4 to 15 minutes. As the Program Management Consultant to the Montgomery County Department of Transportation (MCDOT), STV is helping plan, structure and deliver this system.

What challenges is STV addressing?

Because Flash is conceived at a scale larger than typical BRT systems in the U.S., STV must coordinate multiple concurrent corridor projects – each with unique regulatory, environmental, right-of-way, funding and stakeholder requirements. The project also demands planning for a transition to zero-emission vehicles, careful grant management, and building consistency across corridors while aligning with county-wide climate and transit equity goals.

What solutions is STV delivering?

STV leads program management, grant advisory, environmental analyses, transit service planning, ridership forecasting and corridor-level development. The firm supports individual corridor efforts, including the MD 355 BRT, US 29 corridor expansion, Veirs Mill Road BRT and New Hampshire Avenue corridor. Services include NEPA documentation, grant preparation (FTA Capital Investment Grants/Small-Starts), right-of-way coordination, public engagement and risk/quality management.

How will Flash BRT improve transit across Montgomery County?

Flash BRT will offer fast, frequent, and reliable service that connects residences, job centers, transit hubs and activity centers – reducing commute times, offering an alternative to cars and supporting transit equity. The system’s planned dedicated lanes, frequent service and alignment with zero-emission goals will help reduce congestion and greenhouse-gas emissions, promote sustainable mobility and improve regional connectivity between Maryland and Washington, D.C.
