Francis Scott Key Bridge Reconstruction

The March 2024 collapse of the Francis Scott Key Bridge was a tragic event that severed a vital transportation link along I‑695 across the Patapsco River. Before its failure, the bridge carried an estimated 11.5 million vehicles each year and served as a critical connector for regional freight and commuter traffic. On behalf of the Maryland Transportation Authority (MDTA), STV, in joint venture with Michael Baker International, is providing construction management and inspection (CMI) services to support the progressive design‑build reconstruction of this essential structure. .

What challenges is STV addressing?

The collapse required an immediate shift from emergency recovery to long‑term reconstruction planning for one of Maryland’s most important bridges. The project demands rapid coordination, complex engineering oversight and continuous quality monitoring across all phases of the design‑build process. The team must support accelerated timelines, maintain safety on an active waterway and align with MDTA’s goals for restoring a reliable regional link.

What solutions is STV delivering?

STV is providing comprehensive CMI services that include construction oversight, inspection, materials testing, documentation and coordination during design development. Prior to this contract, STV also supported 24/7 recovery operations, providing CEI services to help stabilize the site and clear debris to reopen marine channels. The joint‑venture team is now embedded in the progressive design‑build delivery effort to ensure constructability, compliance and adherence to performance requirements.
