Franklin City Hall

The City of Franklin’s existing City Hall building is a repurposed mall building originally constructed in 1974. It features very few exterior windows and lacks in architectural character inherent to the area’s surrounding historic buildings. Being a former retail building, it is also not well suited for traditional City Hall functions. The proposed new City Hall building presents an opportunity for Franklin to have a new crown jewel in its 15-block historic district – the site of major tourist attractions and local festivals.  

STV is serving as the owner’s project manager (OPM) for this historic initiative. As OPM, STV will provide the City of Franklin with additional resources from preliminary design through closeout, including construction administration, peer design, technical and feasibility report reviews, quality assurance, construction monitoring, schedule control, stakeholder coordination, change management, and cost controls and estimating.  

The overall redevelopment program encompasses the complete demolition of the existing City Hall. The new building will include public meeting spaces, additional parking, an activated streetscape, outdoor gathering spaces and other site improvements while preserving the existing parking structure and Pull Tight Theater.
