Franklin Jail and House of Corrections

The Franklin County Sheriff’s Office is nationally recognized for its evidence‑based approach to supporting individuals with substance abuse and mental health needs. To advance this mission, STV provided full architectural design, engineering and construction administration services for the new, 92,000‑square‑foot Franklin Jail and House of Corrections in Greenfield, Massachusetts. The two‑story freestanding facility houses 300 residents and reflects a modern philosophy of treatment‑oriented correctional environments.

What challenges did STV address?

Franklin County sought a new correctional facility that would not only increase capacity but also align with its rehabilitative, trauma‑informed mission. The project required a secure, durable building that balanced operational needs with a humane environment that reduces tension and improves outcomes for residents. Wetland protection during construction also posed an important environmental challenge that needed to be addressed without compromising the overall program.

What solutions did STV deliver?

As part of a design‑build team, STV led comprehensive architectural and engineering services, including mechanical, electrical, plumbing, piping and fire protection design. The facility incorporates large windows and abundant natural light to humanize spaces traditionally perceived as institutional. STV designed all systems to support the Sheriff’s Office therapeutic and operational goals while ensuring compliance with security and safety standards. The team also prioritized environmental stewardship, integrating construction methods that protected the surrounding wetlands.

How does this project benefit the community?

The new Franklin Jail and House of Corrections strengthens public safety while promoting rehabilitation and wellness. By creating a more therapeutic environment with improved natural light, modern systems and thoughtfully organized spaces, the facility better supports residents on their path to recovery and reduces stress for staff. The project also reflects the county’s commitment to sustainability and responsible development, contributing to long‑term community health and resilience.
