Governor Alfred E. Smith Houses Resiliency Improvements

As part of NYCHA’s Hurricane Sandy Recovery and Resiliency Program, STV provided construction management services for critical upgrades at four residential buildings within the Governor Alfred E. Smith Houses on Manhattan’s Lower East Side. The project strengthened the development’s ability to withstand future storm events and improved safety, durability and reliability for residents living in one of New York City’s most vulnerable coastal communities.

What challenges did STV address?

The Smith Houses sustained significant damage during Hurricane Sandy, highlighting the need for resilient building systems, flood-compliant infrastructure and essential life-safety upgrades. Construction required coordination across a dense urban campus, where occupied buildings, limited access points and aging utilities presented significant constraints. Contract changes and complex field conditions added further challenges to maintaining progress and controlling costs.

What solutions did STV deliver?

STV oversaw reconstruction of building ramps and landings, exterior masonry repairs and the installation of new roofs designed to meet flood elevation requirements. The team managed upgrades to fire alarm systems, emergency generators, plumbing systems and energy code‑compliant building components. STV coordinated stakeholders, mitigated schedule delays and maintained cost efficiency while ensuring residents experienced minimal disruption during construction.
