Governor Alfred. E Smith Houses Resiliency Improvements

As part of the New York City Housing Authority’s (NYCHA) Hurricane Sandy Recovery and Resiliency Program, STV provided construction management services at four damaged buildings at NYCHA’s Governor Alfred E. Smith Houses public housing development on the Lower East Side of Manhattan.

The project included the reconstruction of building ramps and landings; exterior masonry repairs; new roofs; and upgrades to the development’s emergency and life safety systems, including fire alarms, energy code compliance upgrades, new emergency generators, and plumbing system upgrades. All improvements exceeded or met design flood elevation requirements to prevent any damage caused by future weather-related disaster events.

As construction manager, STV collaborated with all project stakeholders and contractors to mitigate schedule delays and provide cost savings in the completion of the project, despite contract changes and challenging field conditions.

Making public housing more resilient with improvements designed to exceed flood elevation requirements.
