Grand Central Madison marks a new era for commuter rail in New York City. For the first time in its history, the Long Island Rail Road (LIRR) – the nation’s busiest commuter rail system – now connects directly into Grand Central Terminal. Previously known as East Side Access, this transformative program expands LIRR capacity, eases congestion at Penn Station and significantly improves travel times for riders commuting to Manhattan’s East Side. As the largest single construction program in the history of the Metropolitan Transportation Authority (MTA) Construction & Development, the project reshapes regional mobility and strengthens long-term transit resiliency.
What challenges did STV address?
The project demanded solutions to some of the most complex engineering and operational challenges in the nation: tunneling beneath dense urban infrastructure, constructing new platforms and tracks beneath Grand Central Terminal, navigating one of North America’s busiest interlockings and integrating new rail systems with existing MTA operations. The program also required extensive environmental analyses and federal funding eligibility documentation to meet Federal Transit Administration (FTA) requirements.
What solutions did STV deliver?
STV has supported the program since its inception, preparing the initial feasibility study and Major Investment Study that enabled the project to secure FTA funding. As part of a tri‑venture with WSP USA and Parsons Corporation, STV provided tunnel, structures, systems, terminal design and environmental engineering services. The team designed the new station –featuring eight tracks and four platforms across two levels – and advanced all major systems, including geotechnical solutions, communications, traction power, signals, and wayfinding.
