Hylan Houses Modernization

Hylan Houses is undergoing a comprehensive modernization designed to improve living conditions for residents while establishing a new approach to delivering large-scale public housing improvements in New York City. STV and Technico Construction Services are leading the progressive design-build effort for the New York City Public Housing Preservation Trust in partnership with New York City Housing Authority (NYCHA) NYCHA. The project will renovate 209 apartments in the 19-story Bushwick, Brooklyn, development.

What challenges is STV addressing?

Hylan Houses requires a full-building transformation to address decades of deferred maintenance. The modernization encompasses environmental remediation, apartment renovations, sustainable initiatives and mechanical, electrical and plumbing infrastructure, while also considering heating reliability, resident safety, air quality and accessibility. Resident priorities and existing building conditions must inform the evolving scope, schedule and cost.

What solutions is STV delivering?

STV and Technico are delivering the project through progressive design-build, bringing the Trust, residents and design-build team together early to collaboratively develop the scope, design, schedule and cost. Preservation Logistics LLC leads resident engagement and relocation coordination. The team will also study potential improvements to playgrounds, balconies and green spaces identified through resident engagement.

How will this project benefit the community?

The modernization will bring long-term improvements to residents’ homes while creating opportunities to enhance shared community spaces. The project also prioritizes local hiring and workforce development through Section 3-certified partners. As the Trust’s first progressive design-build project, Hylan Houses will help establish an approach that can inform future Trust modernizations.
