IH-35 Reconstruction

The IH‑35 Reconstruction is one of the largest and most complex undertakings in TxDOT’s Wichita Falls District. Valued at nearly $500 million, the project upgrades an 8‑mile stretch of IH‑35 at the Texas-Oklahoma border, one of the few interstate reconstruction efforts that crosses state lines under TxDOT oversight. STV is serving as the prime engineer responsible for roadway and traffic control design, structural design for 10 bridges and leading all survey activities for this transformational corridor improvement.

What challenges is STV addressing?

The project spans six interchanges, including a stack‑flip interchange, a BNSF Railroad crossing and multiple new or reconstructed overpasses. The team is coordinating design and decision‑making across an unusually wide range of stakeholders, including TxDOT, ODOT, the sovereign Chickasaw Nation, FHWA, the U.S. Army Corps of Engineers, FEMA and local municipalities. In addition, the project is supported by an INFRA grant, which requires an aggressive schedule and strict compliance with federal requirements.

What solutions is STV delivering?

STV designed the reconstruction of the mainline, frontage roads and ramps, along with the Red River Bridges at the Texas–Oklahoma border. The team advanced traffic control plans that maintain safe mobility during construction and developed structural solutions for complex conditions, including rail coordination and interchange geometry. Through continuous collaboration with agencies and stakeholders, STV delivered design packages that met accelerated INFRA deadlines while supporting long‑term regional mobility needs.

How will this project benefit the community?

The reconstructed IH‑35 corridor will increase safety, improve freight movement and reduce congestion along one of the state’s most important interstate routes. Enhanced connectivity between Texas and Oklahoma promotes economic growth, supports regional industries and provides more reliable access for residents and visitors.
