Massport selected STV to lead a $12 million roadway rehabilitation program at Logan International Airport in East Boston, part of the FAA-funded Airport Bipartisan Infrastructure Law’s Airport Terminal and Tower Competitive Grant initiative. The project focuses on restoring roadway conditions, improving pedestrian accessibility and enhancing wayfinding through updated pavement markings and signage. The upgrades address safety and reliability for passengers, employees and the broader Boston region as the airport continues to grow.
What challenges did STV address?
Working within one of the busiest airports in the country required STV to design and deliver improvements on a fast-track schedule to meet federal grant deadlines. The team had to maintain full airport operability – including emergency access – throughout construction, coordinating multiple work zones across 16 active roadway sites. Each site presented unique challenges, including aging infrastructure, limited staging areas and the need for ADA-compliant pedestrian routes adjacent to active terminal traffic.
What solutions did STV deliver?
STV’s civil engineering implemented a full suite of roadway and infrastructure upgrades. The scope included pavement resurfacing and base course repairs, ADA-compliant sidewalks and curb ramps, drainage adjustments, replacements of lighting poles and signal loop detectors, and rehabilitation of concrete barriers and joints. The team also addressed utility coordination, retaining wall crack repairs and terminal accessibility improvements.
How does this project improve the community and aviation experience?
By improving rideability, safety and pedestrian access across Logan’s terminal network, the project enhances the overall passenger experience while extending the service life of key airport infrastructure. The rehabilitated roadways and sidewalks strengthen accessibility at Terminals A and E, reduce congestion and support Massport’s long-term mobility and sustainability goals.
