MBTA Orange Line Vehicle Procurement

STV is supporting the Massachusetts Bay Transportation Authority (MBTA) in one of the most significant rail‑vehicle modernization efforts in North America: the procurement, design, assembly oversight, testing, and commissioning of 152 new Orange Line cars manufactured by CRRC MA. The delivery of the final married pair marks a major milestone for the authority and the region, replacing the legacy Type 12 fleet with modern, reliable, ADA‑enhanced Type 14 vehicles that have already been exceeding performance expectations in passenger service.

What challenges did STV address?

This project began in a uniquely complex environment. STV worked with a car builder new to the North American market, navigating rapidly shifting global national compliance challenges. Despite these challenges, the Orange Line order advanced steadily, with new vehicles outperforming the legacy fleet by more than nine times in mean miles between failure.

What solutions did STV deliver?

STV served as MBTA’s technical and programmatic partner: developing technical specifications, supporting procurement and supporting multidisciplinary stakeholder input across operational, safety, accessibility and maintenance needs. The team led subsystem design reviews, coordinated thousands of documents through a custom-built Document Management System (DMS), performed First Article Inspections and oversaw component testing through final assembly. STV engineers and inspectors supported qualification testing, routine testing and the 500‑mile burn‑in required before cars enter revenue service.
