STV served as lead consultant on a $38 million upgrade project for the Riverside County Transportation Commission (RCTC) and Metrolink, aimed at significantly expanding capacity and improving reliability on the 91/Perris Valley Line. The improvements included extending the original 510-foot platform to 680 feet to accommodate longer, eight-car trains; adding a second platform; and rehabilitating 2.5 miles of adjacent track to support future bidirectional service.
What challenges did STV address?
Upgrading an active commuter rail station in a fast-growing region meant STV’s team had to smoothly integrate new infrastructure – longer platforms, dual platforms and track rehabilitation – within an operational corridor, while coordinating closely with stakeholders to maintain system reliability and minimize passenger impact.
What solutions did STV deliver?
STV managed end-to-end project services including design, project management, construction support and environmental clearance. The station now features a second platform and an extended primary platform to support eight-car trains, enhancing flexibility for peak and reverse-commute operations. The adjacent 2.5-mile track upgrade lays the groundwork for a planned nine-mile double-track corridor, enabling bi-directional service through the station.
How does this project benefit the region and commuters?
By increasing platform capacity and enabling bi-directional operations, the station upgrades reduce bottlenecks, improve schedule flexibility and support more frequent, reliable service. These improvements help ease long commutes in Riverside County, encourage mode shift to rail, reduce auto congestion (especially on I-215) and support sustainable regional growth.
