Replacing an outdated facility, the new 730,000‑square‑foot, glass‑clad complex consolidates all NYPD training resources into one purpose‑built environment. The campus features an eight‑story academic and administrative building, a 240,000‑square‑foot physical training center with a gymnasium and pool, an auditorium, cafeteria, library, and a central utility plant. With capacity for 2,000 recruits, the academy provides immersive training environments that replicate the diverse scenarios officers encounter in the field.

What challenges did STV address?

The New York City Department of Design and Construction required a modern, large‑scale training campus delivered on a constrained former landfill site in a dense residential area. The project’s scale demanded extensive environmental compliance, coordination with local agencies and complex logistics to manage 65 prime subcontractors and 300 second-tier contractors. The facility needed to meet LEED® certification standards while achieving operational efficiency and long‑term resiliency.

What solutions did STV deliver?

As part of a joint venture with Turner Construction, STV provided comprehensive construction management and owner’s representative services and project controls. STV coordinated the work of hundreds of contractors, oversaw environmental and site remediation efforts, and ensured the seamless delivery of academic, physical training and support buildings. The team managed quality control, scheduling and stakeholder engagement to successfully deliver one of the nation’s most sophisticated public safety training facilities.
