Reconstruction of Route 9A

Route 9A is a major gateway into Lower Manhattan and was heavily damaged during the 9/11 attacks. When it reopened in 2002, the roadway had two fewer travel lanes and a temporary pedestrian crossing to Battery Park City. The $400 million reconstruction program restored Route 9A’s full traffic capacity and created improved pedestrian routes that better integrate with the evolving streetscape of Lower Manhattan. STV, in joint venture, provided construction management services to the New York State Department of Transportation, coordinating work across one of the most complex urban construction environments in the United States.

What challenges did STV address?

The Route 9A corridor overlapped with numerous high‑profile, concurrent reconstruction projects, including the National September 11 Memorial & Museum. STV was responsible for developing construction staging and scheduling strategies that allowed multiple major contractors to operate safely in shared spaces. Protecting utilities, maintaining access and ensuring operational continuity were essential in an area undergoing intensive redevelopment.

What solutions did STV deliver?

STV coordinated construction logistics, managed sequencing and monitored contractor performance to ensure the roadway restoration aligned with adjacent mega‑projects. The team oversaw utility reconstruction, maintained pedestrian and vehicular access and implemented staging strategies to accommodate the dense work zone. STV also supported documentation, inspection and communication among project partners and stakeholders.
