For decades, the Town of Granby sought to replace its undersized 1917 Carnegie-era library with a modern facility that could better serve community needs. The goal of the project was to deliver a new public library that significantly expanded space for programs, technology and gatherings while preserving architectural character and achieving high standards for sustainability and efficiency. STV provided construction management services to help the town realize this long-standing vision.
What challenges did STV address?
The project required careful site evaluation to meet program and parking needs while complying with Massachusetts Board of Library Commissioners (MBLC) grant requirements. Initial assessments revealed that the existing site was insufficient, prompting an analysis of multiple alternative locations. During construction, unforeseen subsurface ledge conditions threatened to significantly increase costs. STV was tasked with protecting the town’s interests through rigorous oversight, coordination and negotiation to avoid costly change orders.

STV coordinated design activities and provided daily oversight of the architect and contractors, managing procurement, schedules, budgets and quality throughout delivery. When unexpected excavation challenges arose, STV successfully mitigated risk and controlled costs through proactive management and contractor coordination.

The completed 12,062-square-foot library is five times larger than the original facility and provides dedicated space for children’s programming, public computers and community meetings. The library incorporates photovoltaic panels, high-efficiency HVAC systems, and daylight-harvesting lighting – delivering a sustainable, welcoming civic space that supports learning, connection and long-term community resilience.
